Sitewide enhancements

• Added Google analytics tag manager to track user engagement.
• Updated the Agency table—you can now search for an agency by acronym and select “agency-wide” as a department option for reporting metrics.
• Updated the call to action button for reactivating a community to Request activation.
• Added a section for who can apply on an opportunity detail page.
• Moved the Sort by feature to the right of the page on the Saved search and Saved people tabs.
