Discussion board updates

• Added ability for community managers to block users.
• Consolidated user permissions to a dedicated page.
• Created a mobile version of discussion boards.
• Created several new email notifications that the system will send when:
  • A user is blocked by a community manager.
  • A post or comment is reported to the community manager.
  • A post or comment is deleted by a community manager.
  • A post or comment has a new reply.

Bug fixes

• Fixed 508 issues in several areas of Open Opportunities.
• Fixed a query issue with searching by an agency.
